The Canton of Lucerne’s own law treats a vacancy rate of 1.5% or less as a housing shortage and then requires landlords to use the official initial-rent form for new leases (§ 94 of the cantonal introductory act to the Civil Code). At 0.70%, that rule applies. Expect several applicants for well-located flats, and prepare a complete file before the first viewing.

If you live in the city of Lucerne, the city’s debt enforcement office takes orders online:
- Cost: CHF 18, paid when you order. An order cannot be cancelled.
- What you need: both sides of a valid identity document, uploaded with the form.
- Delivery: only digitally, as a download link by email. Orders received by 4 p.m. are guaranteed delivery.

Registering after you move
You must report your move within 14 days. The city recommends the national eUmzugCH portal, which can handle the deregistration from your old commune too. If eUmzugCH is not possible in your case, the city offers its own online form, or you can go to the counter of the residents’ services. Have your lease or another proof of residence ready.
